Report on the Work of Chongqing Municipal People's Government

On behalf of Chongqing Municipal People's Government, I would now like to present to you a report on the work of the Government for your deliberation and approval and also for comments and suggestions from the members of Chongqing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC).
 
I. Review of the Government's Work in 2008
In 2008 we underwent severe tests and made remarkable achievements during the process of development. Faced with the complex and volatile economic situation at home and abroad as well as various natural disasters, people of all the ethnic groups in Chongqing diligently followed the decisions and arrangements by the Central Committee of Communist Party of China (CPC) and the State Council. Under the leadership of the Chongqing Committee of CPC, we worked with one heart and one mind to overcome numerous difficulties and advance bravely so as to promote the stable and sound economic operation and maintain the harmony and stability of the society. We achieved all the annual targets set by the First Session of the Third Chongqing Municipal People's Congress and went a firm step towards the goal of "six folds" of economic development within five years.
 
Stable and relatively fast economic growth was achieved. Chongqing's GDP in 2008 grew to 509.9 billion RMB, representing a 14.3% increase over the previous year. The general budgetary revenue of the government reached 57.7 billion RMB, a 30.4% increase over the previous year. The cumulative investment on fixed assets grew by 28% and the total retail amount of social consumables and the export amount increased respectively by 24.3% and 26.9%. The proportion of industrial added value in the total GDP was enhanced to 40%. The large-scale industry enterprises totally made a profit of RMB 25.5 billion. The total assets of key state-owned enterprises under the administration of Chongqing reached RMB 750 billion. These state-owned enterprises yielded a profit of RMB 10 billion, a 40% increase over the previous year. The added value of non-public ownership economy grew by 18.2%. The deposit balance of local and foreign currency of the financial institutions at the end of fiscal year reached RMB 810.2 billion and RMB 638.4 billion respectively, increasing by 21.6% and 22.8% respectively. The rate of non-performing loans decreased to 3.1%. The synergy between regions was promoted. The economic growth rates in both northeast and southeast part of Chongqing were higher than the average level of the whole city. Despite rapidly worsening international economic environment and increasing domestic economic difficulties, Chongqing's economy remained the good trend for the stable and relatively fast development
 
A healthy momentum of agricultural and rural development was maintained. Following the guiding principles set out at the third plenary session of the Seventeenth CPC National Congress, we set the goals and introduced corresponding measures for five-year rural reform and development. The financial investment in agriculture, rural areas and farmers last year increased by 26.4%. Last year the grain output reached 11.53 million tons, oil bearing materials 350,000 tons and the number of pigs for sale 18.98 million, with an increase of over 6% respectively. The concentration rate of land operation of scale in rural areas reached 17%; the mechanization level for plough, grow and harvest was enhanced to 17%. The number of leading enterprises at the state level reached 24. The total length of newly built and rebuilt rural road reached 10,000 km. The construction of eight reservoirs in the first phase of "Chongqing Water Project" was completed. 800 reservoirs with defects were repaired. The clean drinkable water will be made available for additional 3 million residents in urban and rural areas. The development of agriculture and rural areas enhanced the living standards of farmers and played an important role in curbing the jump in prices and stabilizing the overall situation of Chongqing's reform and development.
 
New achievements were made in energy conservation and environmental protection. The energy consumption per unit GDP continued to decrease and the chemical oxygen demand and SO2 emission reduced by 10% and 15% respectively. The superior air time in the Central Districts reached 297 days with eight days more than the previous year. The central disposal rate of the domestic wastewater in urban areas and the non-harmful disposal rate of domestic wastes reached 72% and 78% respectively. The quality of water in the reservoir area maintained stable.
 
The resettlement of migrant from the reservoir area under the 175-metre waterline of the Three Gorges project was completed ahead of time. The relocation and construction of Kaixian County and other five towns were completed with the resettlement of 54,000 rural migrants. The work of reservoir bottom clearance passed the current stage of acceptance conduced by competent national authorities so as to carry out 175-metre waterline storage test of the Three Gorges project. The main emphasis of the work in the reservoir area was shifted to industry development and migrants’ stability as well as their being well-off. The economic growth rate of eight key counties in the reservoir area including Wanzhou County was 2.7% higher than the average level of the whole municipality. Additional 20,000 rural migrants and 40,000 urban migrants were employed.
 
The development of social programs was quickened. The free compulsory education in urban and rural areas was fully realized, involving 3.7 million students. The proportion of the junior middle school students entering into the senior middle school reached 86.5%. The enrollment scale of middle-level occupational schools was almost the same as that of general senior middle school. The gross enrollment rate of higher education reached 24.5%. The higher education quality project produced significant results. The reconstruction and extension of Chongqing Municipal Emergency Treatment Center and Municipal Tumor Prevention & Cure Center began. 11 health care facilities at county level, 80 health care centers at town level and 90 standardized clinics at village level were newly built, rebuilt and expanded. 1,002 public service centers at village level were newly built, rebuilt and expanded. 3,811 modern distance education stations for CPC members and cadres in rural areas were newly added. The progress of indicative cultural projects such as Chongqing Opera House was accelerated. 200 township comprehensive cultural centers, 1,400 farmers' book houses and 8,800 books and journals lending and reading stations in rural areas were established. Eight museums and memorial halls stopped charging admission fees. The theoretical work of social science grew active day by day. New literary and artistic works were produced. The spreading and singing of Red Songs were flourishing. The Beijing Olympic Games torch relay and the final match of East-Asian Soccer Championship were successfully completed. Mass sports activities were widely developed.
 
The living standards of people were bettered. The disposal income per capita for urban residents and the net income per capita for rural residents reached RMB 14,438 and 4,050 respectively, increasing by 12% and 15% respectively. Additional 280,000 persons in urban areas were employed. 300,000 surplus labors in the rural areas were transferred to other employment. The absolute poverty population in the rural area was reduced by 120,000. The teachers working in rural primary and middle schools were granted a subsidy of 200 yuan per capital per month since last October. Basic pension, unemployment insurance, minimum wage, subsistence allowances standards, allowance to those injured and the families of those killed in the service of the country and standards of Five-guarantee (providing food, clothing, medical care, housing and burial expenses ) system for childless and infirm rural residents were enhanced. The piloting of new social endowment insurance applicable in the rural areas continued to be implemented. The financial allowance to the new rural cooperative health care was doubled and the participation rate of farmers reached 85.3%. The cooperative health insurance system for urban and rural residents was piloted in 26 districts and counties. The family planning’s rewarding and supporting standards were integrated and enhanced.
 
Deep sympathy was given to the victims of earthquake and hard effort was devoted to earthquake rescue and relief. "5-12" Wenchuan Earthquake also affected the people of Chongqing. While rising up in earthquake relief and self-rescue, we made every effort to support our compatriots in Sichuan province. The whole city donated to Sichuan Province RMB 840 million and received and cured 2,289 wounded personnel and patients. We were the first to send emergency squads and medical care teams and set "Porridge Stands". Complying with the requirements of the Central Government, we started in an all-round way the work of supporting the reconstruction of Congzhou City after the earthquake. The people of Chongqing and Sichuan are as close as flesh and blood and closely attached to each other. During those breath-taking days, Chongqing people showed their largeness of mind, strong sentiment and excellent ability of emergency mobilization.
 
Over the past year we fully implemented the scientific concept of development and focused on the implementation of the 314 Umbrella Plan to work out and carry forward the following five tasks which are vital to the overall interests of Chongqing and have a long-term impact.
1. We properly sized up situations to make regulation and control efforts and promoted the sound and rapid economic development of the whole city. In view of changes in international and domestic economic situation, we introduced a series of adaptive regulatory measures in April, September and December to stabilize the economic development and commodity prices. The industry investment reached RMB 137.7 billion. The major projects such as Double Coin tire, Shanghai Automotive-Iveco-Hongyan commercial vehicle and Daqo polysilicon were completed and put into production. 10 key technical innovation items were progressing smoothly. The industrialization of 15 important new products such as wind turbine was accelerated. Advantageous industries were growing steadily. The proportion of output value of pillar industries such as automobile, motorcycle and equipment manufacturing industry in the gross industrial output value of whole City reached 70.1%. The industrial orientation of industrial parks was put into practice. The input and output intensity of parks increased by 22% and 23% respectively. We stopped the collection of the individual industrial and commercial household administrative fees and the marketplace administrative fees with a net increase of 58,000 individual industrial and commercial units. The number of private enterprises with over RMB 100 million sales revenue amounted to 670. The restructuring of Three Gorges Bank and Rural Commercial Bank was completed with capital funds increasing from RMB 3.3 billion to 10 billion. The total capital funds of all sorts of guarantee companies reached RMB 7 billion. The number of small-loan companies reached 52. The scale of pioneering with science and technology and venture investment increased from RMB 1 billion to 3 billion. The volume of direct financing through capital market reached RMB 14 billion with a net increase of 3.2 billion than the previous year. All above-mentioned measures guaranteed the construction of key projects and relieved the financing difficulties of small and medium-sized enterprises. The supply of land market was regulated, and taxes and fees in real estate trade fair was reduced or remitted so as to maintain the stability of real estate industry on the whole. Consumer Price Index (CPI) fell after rise quarter by quarter with an annual increase of 5.6%. We followed up ten measures introduced by the Central Government to expand domestic demand and stimulate the economic growth and managed to obtain newly increased investment capital within the central budget of RMB 4.2 billion and additional supplementary loan of RMB 30 billion. We had a good beginning in expanding domestic demand and stimulating economic growth.
 
2. Efforts were intensified to create Chongqing as an inland open center. The discussion with respect to the concept of "emancipating the mind and furthering opening-up" was conducted. We measured the gains and losses with "Three Gauges" and developed a wider vision to see into the world. We fully implemented the decisions made at the third plenary session of the Third Chongqing Municipal Committee of CPC, accelerated the construction of platform open to the outside world and promoted in a comprehensive way the economic and technical cooperation. Chongqing has become the national service outsourcing base, the receiving site of processing trade shift and one of the cities opening direct flight to Taiwan. Lianglu and Cuntan tax-free port areas were approved by competent national authorities. Ten economic and trading activities towards China and the outside world were successfully held. The direct foreign investment utilized reached USD 2.73 billion, 2.5 times larger than the previous year. The domestic investment utilized reached RMB 84.3 billion with an increase of 96%. Nine of Fortune 500 enterprises were introduced with totally 102 Fortune 500 enterprises in Chongqing. The major projects such as HP Personal Computer settled in Chongqing. The investment in the Chongqing-Taiwan cooperation programs was doubled. 35 counties in Chongqing developed their own sister ones in coastal developed areas and the funds of cooperation projects reached RMB 71.6 billion. The development of trade service industry was accelerated by domestic and foreign investment. Two 10-billion-class Business Circles, three 10-billion-class markets and three 10-billion-class enterprises were strengthened. "Seven-plus-four" tourism resources of the Three Gorges of Yangtze River were restructured and "Ten hot springs in five directions" were developed. The tourism revenue reached above RMB 50 billion. The enterprises in Chongqing were encouraged to jointly exploit the mineral resources in South America and Africa. Silian Instrument Group successfully acquired Honeywell Sapphire Crystal Plant. Cultural exchanges such as "Germany and China-moving ahead together in Chongqing" were held with high lights. The City of Chongqing and foreign cities such as Chiang Mai, Thailand concluded sister cities.
 
3. We focused on institutional innovation. The exploratory reform of coordinating urban and rural development was initiated. The overall plan for the reform piloting of urban and rural coordinated development was formulated and reported to competent national authorities. The interactive development pattern of "One Ring" assisting "Two Wings" was structured. We raised 5 billion yuan to help 16 counties of "Two Wings" construct industrial parks with their own features and allocated special funds of 775 million yuan to help better urban functions of 31 remote districts and counties. We made an important step in establishing a uniform construction land market in urban and rural areas. Agricultural Land Exchange Market was unveiled and started its operation. Land circulation service stations were established at 50% of districts, counties and towns and 37% of administrative villages so as to promote land operation of scale. We established the National Labor Service Electronic Platform, issued the suggestions on doing practical things in the interests of migrant rural workers and launched new home pilot projects for them. Classified power expansion reform was promoted with 142, 203 and 194 rights of administrative power transferred respectively to local authorities of nine Central Districts, six regional central cities and other districts and counties. The piloting of rural transformation reform was carried out so as to accentuate such functions as construction management, labor service and statistics. 4,018 persons with college diploma were selected and sent to work in towns and villages. Three piloting districts and counties, Jiu Longpo District, Dianjiang County and Liangping County, made profitable exploration in the aspects of scale management and labor service economy.
 
4. A comprehensive environment was created and the construction of "Five Chongqings" began. On the basis of the concept of scientific development and coordinated urban-rural development, we developed relevant policies and implemented relevant measures to create a residentially suitable Chongqing, a fast traffic Chongqing, a forested Chongqing, a safe and sound Chongqing and a healthy Chongqing. A three-year plan of removing and rebuilding dilapidated and old buildings was initiated. The acreage of dilapidated and old buildings in the Central Districts reached 2.4 million m2, rebuilt industrial and mining areas and shantytowns 770,000 m2, newly built low-priced houses for rent 340,000 m2 and economical suitable houses 2 million m2. The living conditions of 90,000 residents were improved. The total volume of outdoor advertisements reached 180,000 m2. We invested RMB 2.06 billion in afforesting the areas of 2 million mu. The rate of forest coverage and urban green coverage reached 34% and 30% respectively. The construction of the channels to the outside of Chongqing was accelerated. 116 km Wanzhou-Yunyang express highway was completed and open to traffic; the construction of Yichang-Wanzhou railway and Line 2 of Xiangfan-Chongqing railway was also accelerated; the construction of Lanzhou-Chongqing railway, Chongqing-Lichuan railway, Nanchuan-Fuling railway and Line 2 of Suining-Chongqing railway commenced in succession; the implementation of Cuitan Port Area Phase II project was accelerated and the port and wharf projects such as Wanzhou Jiangnan Container were completed with additional handling capacity of 21 million tons. Jiangbei International Airport Phase III extension project commenced. We quickened the pace of the construction of fast road network in the Central Districts and Line 1, Line 3 and Line 6 of rail traffic. The plan of creating a health Chongqing was initiated and efforts were intensified to make plans for a residentially suitable Chongqing and a safe and sound Chongqing.
 
5. We placed emphasis on "speeding up" and "taking the lead" and scored great successes in managing to gain the support from the Central Government. After General Secretary Hu Jintao set out the 314 Umbrella Plan for Chongqing, last April Premier Wen jiabao heard for a special purpose the report on the work of Chongqing Government and gave important instructions on the issue of Chongqing's reform and development. Last June, a national survey team carried out an unprecedented extensive survey in Chongqing, made thorough evaluation of twelve policy requests by Chongqing Government and put forward a series of important suggestions. The cooperation between relevant Ministries and Chongqing Municipal Government was promoted on a big scale with 38 strategic cooperation agreements signed. Last December, Premier Wen Jiabao paid an inspection visit to Chongqing and pointed out that West Development Strategy and the overall situation of China’s modernization drive should be taken in consideration to recognize the special status of Chongqing and special policy supports should be given to address the special issues during the development. Premier Wen told us that we should earnestly undertake the historic missions given by the country and push to a new stage the work of Chongqing’s reform and development. On December 31st, the 44th session of the standing members of the State Council examined and passed in principle Several Suggestions on promoting the coordinated urban and rural reform and development of Chongqing, which demonstrated great expectation held by the Central Committee of CPC as well as the State Council and their solid support to help Chongqing realize the goals of "speeding up" and "taking the lead". We must carry forward the practice of hard climb and vigorous pursuit and make good use of the policies by the Central Government so as to push forward the development of Chongqing onto another step during the second-decade as a municipal city and repay the Central Committee of CPC, the State Council and the people of the whole country.
Over the past year, we continued to make greater efforts to develop democracy and the legal system as well as the government itself. We received legal and running supervision from the People's Congress and its standing committee and democratic supervision from the Chongqing Committee of Chinese People's Political Consultative Conference. Suggestions by deputies of the Congress and proposals by the CPPCC Chongqing Municipal Committee were duly handled with the satisfaction and understanding rate reaching above 98% respectively. The administrative resources were restructured. Chongqing Municipal Agriculture Commission and a new administration of Northern New Zone were set up and emergency rescue and relief system and disaster prevention and relief system were further improved. Government Information Release Ordinance was duly implemented, the construction of the electronic system of administrative examination and approval supervision was initiated and the administrative permission transparency in the field of planning, building and medicine was further enhanced. Ten thousand government officials were sent to visit the common people at a lower level for their weal and 18,000 petitions in the form of letters and visits from the public were handled with the petition resolving rate at 85%. Emphasis was placed on removing hidden perils. The situation of workplace safety was stabilized and took a favorable turn. The number of major accidents decreased to two. We intensified our efforts to exercise supervision over the quality of products and the safety of food and drugs and carried out a special action of wiping out infant formula and liquid milk containing melamine so as to effectively prevent serious accidents in food and drugs safety from happening. The practice of improving the public security in an all-round way was carried out. We achieved the goal of safe and sound Olympic Games and maintained the overall stability of the whole society. We intensified our efforts to combat corruption and encourage integrity, perfected a few regulations and systems, and strengthened the auditing supervision so as to overcome unwholesome tendencies of harming the interests of the mass. A number of violations of laws and regulations and cases of neglect and dereliction of duty were uncovered and corrupt persons punished. Steady progress was achieved in the construction of national defense mobilization system and reserve forces, and new achievement was reached in the campaign of "mutual support and joint construction between army and local people so as to strengthen unity between the military and the government and between the military and the people. New achievements were also made in the field of population and family planning, female and children, seniors, the handicapped , ethnic group, religion, personnel matters, overseas Chinese affairs, foreign affairs, Taiwan affairs, statistics, air defense, fire fighting, archives, record revision, confidential work, meteorology, surveying and mapping, earthquake science etc.
Fellow Deputies! Over the past year we met serious challenges and achieved hard-earned successes. In every single advance and change are embodied deep solicitude from the Central Committee of CPC and the State Council, massive supports from departments and commissions under the central leadership and joint efforts of the people of the whole city. Encouraged by brilliant achievements made in 30th anniversary of reform and opening up, Beijing Olympic Games and Paralympics and Shenzhou VII Spaceflight, the people working at all levels have stronger aspiration of making changes for progress and working with determination to make the city strong and stronger desire of making innovations and starting businesses with the motto kept in mind that Time waits for no man. On behalf of Chongqing Municipal People’s Government, I would like to extend my great respect and sincere thanks to all ethnic groups of the whole city, deputies of Municipal People’s Congress, members of the CPPCC Chongqing Committee, people from all sectors of society, all troops stationed in Chongqing, officers and soldiers of armed police forces, public security officers, departments and commissions under the central leadership, other provinces and cities and all domestic and foreign friends for their support for Chongqing's reform and development.
We are also clearly aware that enterprise management, investment will, employment rate and anticipated consumption of the whole city were affected in varying degrees by the global financial crisis. Since last September, a certain number of industries and enterprises witnessed shrinking markets and decreasing orders for goods with liquidity shortage. The sales of a large quantity of industry products declined; the industry of real estate shrank to some extent; the growth rates of export, foreign investment utilized and financial revenue decreased on both month-on-month and year-on-year basis. The economy showed a greater tendency towards slowdown. The prices of agricultural products including oranges and live pig declined, which affected the continuous growth of farmers' incoming. The backflow of migrant rural workers, the increase of the difficulties in finding jobs of graduates from universities, colleges and polytechnic schools and the increase of urban workers' unemployment risk sharpened the contradictions between employment and reemployment. Above these new situations were interweaved with such fundamental issues as the glaring contradictions of urban and rural binary structure, relatively low level of industry development, low ability of independent innovation, the lagging of social development and weak supply capacity so as to hinder the sustained and stable economic and social development. Weak links existed in government administration and public services. The capability, quality, working style, mental status, working efficiency did not fit in with the needs of new situations and new tasks. The corruption in the field of planning and construction was serious for a time and some leaders and government officials abused their power to seek personal gains, became corrupt and degenerate and even broke the law and committed crimes. We must accurately estimate, anticipate and respond favorably to the challenges posed by the radical change of macro-economic situation. We must figure out the crux of cumulative issues during the development and create favorable conditions to address them. We must take prompt actions to solve the problems in the work so as to avoid leaving any hidden trouble.
 
II. Overall Requirements on Government's Work in 2009
This year is the critical one for expanding domestic demands, stimulating the economic growth and readjusting the structure. The global financial crisis is still spreading, the risk of global economic slowdown is increasing and negative impacts on the development of Chongqing are enhancing. The work of the government is faced with greater tests. As the saying goes, being concerned about the future leads to prosperity and preparedness ensures success. We must on the one hand be more mindful of potential dangers to fully anticipate the difficulties during the progress and make well preparation for a protracted battle. On the another hand we must strengthen our conviction, find out favorable conditions and positive factors of the development, skillfully catch and seize the opportunities in adverse circumstances, develop a deeper vision, make a longer plan, make use of advantages and overcome disadvantages and make appropriate arrangements for economic growth, employment, people's livelihood and social stability so as to promote the steady and relatively rapid economic and social development.
Seen from a panoramic view of the international and domestic situation, China is still in a rare period of strategic opportunity. The trend of the accelerating shift of global industries to developing countries cannot be reversed. It is a matter of necessity that international capital looks for a shelter for steady growth. China enjoys rapid industrialization and urbanization, stable political situation, vast market, great growth potential and large room for maneuver. Radical fiscal policy and appropriately loosening monetary policy implemented by the Central Government are bound to inject new vitality into the economic growth. As a result of more-than-a-decade construction and development, Chongqing has entered into a new growth cycle. Economic strength is steadily growing and the infrastructure has been noticeably improved. Chongqing possesses such advantages as low production cost, great supporting ability, great production factors gathering ability and rapidly growing market of Chongqing itself and its neighboring areas so as to create good conditions for preventing and reducing risks as well as maintaining sustained development. As long as we properly deal with the crisis, we are certainly able to make progress against the adverse trend and win this economic battle of "preventing the slowdown and stimulating the growth".
At a critical time of stimulating the economic growth, the State Council formulated Several Suggestions on promoting the coordinated urban and rural reform and development of Chongqing and made clear the strategic orientation of accelerating the construction of an important economic growth pole, a national key base of modern manufacturing industry and the economic center and hub of communications in the upper reaches of the Yangtze River so as to quicken the progress of a number of major projects involving Chongqing's leap-type development as well as immediate and vital interests of Chongqing people. The State Council not only draws for us a "road map" of implementing the 314 Umbrella Plan, but also create new opportunities and better conditions so as to overcome the current difficulties and promote economic growth.
We must successfully fulfill the work of the Government this year. We mush hold high the great banner of socialism with Chinese characteristics, fully understand and apply the Scientific Outlook on Development and fully implement the guiding principles set out at the Seventeenth CPC National Congress and the Third Plenary Session of the Seventeenth NPC as well as the decisions made at the Third and Fourth Plenary Session of the Third NPC Chongqing Committee. In accordance with the 314 Umbrella Plan, we will earnestly implement Several Suggestions on promoting the coordinated urban and rural reform and development of Chongqing, focus our work on maintaining economic growth, expanding domestic demands, readjusting structure and improving people's livelihood, transform the development pattern, deepen the reform and opening up, promote the social harmony and sound and rapid economic and social development so as to welcome with outstanding achievements the 60th anniversary of the founding of new China.
The most important task of this year's work is to maintain the steady and relatively rapid economic growth. Considering all kinds of factors, we estimate that the GDP of the whole city will increase by around 12% and the general budgetary revenue by 13%. We must focus on the goal of maintaining economic growth to plan as a whole for and implement all business assignments in order to fulfill the following objectives:
a. Expanding domestic demands is seen as the basic means to push investment and consumption to a new height. The cumulative investment on fixed assets grows by 18%, the total retail amount of social consumables by 15% and the CPI by around 4%.
 
b. Accelerating the transformation of development pattern is seen as a major way of achieving new progresses in structural readjustment and independent innovation. The added value of large scale industrial enterprises grows by 18%. The sales revenue of "Six plus One" industrial system reached RMB 800 billion. The added value of service industry grows by 13%. The proportion of investment in R&D in the gross GPD reached 1.4%. The number of authorized patents increases by 25%.
 
c. Opening wider to the outside world is seen as the strong impetus to make new progress in constructing an inland open center. The land, water and air traffic become convenient and fast. Tax-free port area project Phase I meets the requirements of operation in customs. The conditions and capacities of attracting multinational companies and other well-known enterprises are further enhanced in Northern New Zone, Changshou Chemical Industry Park, Xiyong Micro-electronic Industry Park  and other industry Parks with their own features. The total amount of export increases by 10%, foreign direct investment utilized by 18% and domestic investment by 25%.
 
d. Coordinating urban and rural reform is seen as the critical point to make new breakthroughs in the reform of major fields and key links. We initially construct the system and mechanism of coordinated development of "One Circle and Two Wings", interaction of urban and rural factors and orderly promotion of urbanization and industrialization. The concentration rate of land operation of scale is enhanced to 19%, the rate of agricultural production grows by 15% and the rate of urbanization reaches 51.5%.
 
Improving people’s well-being is the starting point and final result of promoting economic growth. We will keep the rate of registered urban unemployment at around 4.5%, newly increase 220,000 jobs and newly transfer 2.11 million surplus labors in the rural areas to other employment. Urban per capita annual disposable income and rural per capita annual net income grow by 11% and 12% respectively. The goal of realizing "Five Chongqings" is achieved.
1) Residentially suitable Chongqing.
The amount of removed and rebuilt dilapidated and old buildings reaches 4 million m2 and that of removed and rebuilt industrial and mining areas and shantytowns 700,000 m2. We will complete the comprehensive environmental renovation of urban residential community with the acreage of 10 million m2. The energy consumption per unit GDP decreases by 4.7% and the chemical oxygen demand and SO2 emission is reduced by 2% and 4% respectively. The superior air time in the Central Districts reached 297 days.
2) Fast traffic Chongqing
400 km express highway is newly built. The handling capacity of containers shipped through the Yangtze River increases by 720,000 standard containers. The handling volume of flight passengers increases by 14%. The investment of RMB 7 billion in the construction of rail traffic is completed.
3) Forested Chongqing
We will build Chongqing into a national garden city. The forestation project is implemented in an all-round way. The rate of forest coverage reaches 35% and the amount of urban green coverage per capital reaches 9 m2.
4) Safe and sound Chongqing
The casualty of safety accident reduces 2.5%. The growing trend of criminal cases is effectively hindered and controlled. The satisfaction rate of public security maintains above 90% and the success rate of mediating and handling issues and disputes above 85%.
5) Healthy Chongqing
The standardized rural health care centers and health care centers in communities grow 55% and 60% respectively. The rate of children and pregnant and delivery woman health care coverage reached 90% and 75% respectively. The acreage of playground per capital reaches 0.8 m2. The proportion of those who often take part in sports activities reaches 39%. The sampling qualification rate of national physique reached 87%.
 
Fellow Deputies! In spite of serious negative impacts by international financial crisis and worsening domestic economic difficulties, we can triumph over the challenges and tide over the difficulties as long as we brace up and take radical and effective measures; we can bring much more benefits to the people of the whole city as long as we seize the opportunities and maintain the sound and rapid development; we can gain competitive advantages and take a critical step towards the 314 Umbrella Plan.
 
III. Major Tasks for 2009
1. The steady growth of investment will be promoted. Equal importance will be attached to enlarging investment scale and optimizing the structure. A number of major and excellent projects will be planned and implemented with high standards, high quality and all-out efforts so as to provide a solid support to the steady and relatively rapid economic growth.
We will try hard to gain the support from the Central Government. We will take the initiative to make response in accordance with national investment plan and make good use of the Ministry-City cooperation mechanism to gain more investments from the Central Government. We will ensure that the construction of such projects as Line 6 Phase I of rail traffic begin. The work of examining, approving and setting up such projects as Wushan Tourist Branch Airport, Guanjingkou Reservoir, Jinfoshan Reservoir and Shizhu Power Plant will be completed. Breakthroughs will be achieved in the first-phase work of such strategic projects as Xiaonanhai Water and Electricity Project and the integration of refining and chemistry. Under the precondition of owing reasonably appropriate debts, we will give priority to such projects as urban rail traffic and the removal and rebuilding of dilapidated and old buildings in terms of turning national debts into loans.
The investment in key projects reaches RMB 150 billion. The construction of 150 key projects led by the government will be implemented with 25 projects finished, 25 initiated and 100 to be continued. 120 key market-oriented projects will be brought along. Efforts are made to implement major foreign investment projects with an investment growth of RMB 100 billion. The first-phase work of 100 major projects and 100 major foreign investment projects will be promoted. A special work team will be set up to be responsible for each major project so as to negotiate and resolve relevant issues in time, make progress according to time sequence and procedure and promote the formation of working capacity in kind.
 
We will broaden financing channel. We will guide financial institutions to offer syndicated loans for major projects. Additional loans reach over RMB 120 billion with the growth rate 5% higher than national average level. We will give full play to the financing function of capital markets and non-bank financial institutions so as to raise RMB 60 billion by means of bond, financing bond, trust, small loan, guarantee, privately offered fund, risk fund and financial leasing. Efforts are intensified to promote a few state-owned shareholding groups and private companies to be listed and raise money in the capital market.
We will seize hold of the opportunities of global and coastal industry shift to try hard to invite business and attract investment. Efforts are further intensified to promote the practice of "Point-to-Point" directional and industry line business invitation. We will make elaborate plans for and hold several large-scale economic and trading activities such as China Chongqing Investment and Global Sourcing Fair, Summit of the shift to Chongqing of enterprises under the leadership of the Central Government as well as well-known private enterprises and service and trade summit so as to achieve the goal of bringing in additional 10 multinational companies, 10 enterprises under the leadership of the Central Government and 20 well-known domestic enterprises. We will implement relevant policies and measures to enhance the opening-up scale of districts and counties and try hard to achieve the goal of 8 districts and counties with over USD 100 million foreign investments utilized and 15 with RMB 1 billion domestic investments utilized. Follow-up services in inviting business will be improved.
We will strictly implement national industry policies and examine carefully the projects in order to prevent against blindly allocating or approving the projects and to eliminate those projects with high energy consumption, high pollution level and surplus production capacity. We will realize temporary economic growth at the expense of resources environment. Investment management and supervision over projects will be strengthened. We will earnestly implement the responsibility system of legal person, the system of public bidding, the system of engineering monitoring and management, the system of contract management and the auditing system of project in order to prevent against "beard-growing" projects and "jerry-built" projects as well as the practice of diverted project funds to other purposes. The economic and social benefits and driving effects of public investment will be enhanced.
 
2. Every attempt will be made to enlarge the consumption. We will give full play to the effects that policy can activate consumption so as to stabilize consumption anticipation, cultivate consumption hot spots and boost the growth of consumption.
Consumption promoting policies will be introduced to maintain the continuous incoming growth of urban and rural residents and enhance the consumption capacity. We will improve consumption environment joint credit system and promote the construction of consumers’ rights safeguarding system. We also actively promote the consumption in housing and automobiles and further enhance the consumption in services and tourism. Individual loan volume in terms of housing accumulation funds will be increased and the preferential policies in terms of house purchase implemented so as to enliven the real estate market. Mortgage loans for private automobiles will be increased. A few kinds of energy-saving, environment friendly, beautiful, endurable and adaptive automobiles will be launched. The practice of "household electronic appliances down to the rural areas" with more items in catalogue will be promoted in all-round way. We will have one additional 10-billion-class Business Circles, one additional 10-billion-class markets and three additional 10-billion-class business and trading enterprises. The construction of urban and rural business and trading network will be accelerated to set up a distribution center in each county, a chain supermarket in each town and a business and trade service station in each village. We will newly build and rebuild 20 agricultural trade markets at district and county level, foster 20 demonstration business communities and standardize the used goods markets. Such sales promotion campaigns as shopping in urban areas, agriculture-commerce connection and fine food festivals will be held. We will continue to implement the promotion of major projects, large investment and effective marketing in terms of tourism. "Four plus One" excellent tourist spots will be developed, including Landscape City, the Three Gorges of the Yangtze River, Dazu Rock Carvings, Wujiang Gallery and Scene in Wuling. We will quicken the construction of five 10-billion-class and five 5-billion-class theme parks for tourism and carry out the theme-year activities for tourism in well-known places. Both the number of tourists and the total tourism revenue grow by 20%.
 
We will attach great importance to and pay close attention to the oversight and inspection of the quality of products and food and drugs safety. We will make clear the responsibilities and liabilities of departments and persons concerned and establish the combined system of administrative, technical and social supervision and corresponding legal and punishment systems in terms of power, liabilities and interests. The piloting of coordinated urban and rural food and drugs administration areas will be initiated. Extensive campaigns will be launched to create a business boom through improving the quality of products. The product quality assurance project will be implemented with two state-class quality inspection centers newly established. We will improve corresponding long-acting mechanisms in terms of manufacturing enterprises dynamic monitoring, risk alerting and quality inspection. The practice of ensuring food and drug safety will continue. We will strictly investigate and treat false and illegal advertisements and crack down on illegal production, counterfeiting and selling counterfeits so as to let the people feel confident about the safety of food and other consumer goods.
Price detection and early warning will be strengthened. We will improve important goods and materials reserve and the system of price adjusting funds management. We will focus on the purchase and circulation of agricultural products and maintain reasonable prices of main farm produce and sideline products such as grain and live pig, so as to ensure that the net incomes of agricultural output should not decrease. We will take into consideration social bearing capacity to promote in a proper time the price reform of resources products and the reform of charging on environmental pollution. Fuel tax and fee reform will be implemented. We will improve the price management in terms of education, medical care, housing, public transportation and taxi to investigate and treat illegal behaviors in pricing and charging according to law.
 
3. Greater efforts will be made to promote the coordinated urban and rural reform and development. The overall piloting plan of coordinated urban and rural integrated supporting reform will be implemented. Breakthroughs will be achieved in key fields and key links. We will make great efforts to promote the construction of socialist new countryside and coordinated regional development.
The reform of land and forest property right system will be accelerated. The work of defining rights and issuing licenses will be completed on the whole. Legal voluntary and paid circulation of land contractual management rights will be encouraged. We will improve the operation mechanism of rural land exchange and regularize land transaction in kind and indicative transaction so as to promote the improvement of land circulation services and the setup of land contractual management dispute arbitration system at district, town and village level. Regulations on rural housing land will be formulated. The land-saving standards and relevant rewards of rural construction will be issued. We strictly enforce the farmland protection system and enhance the level of land-saving and intensive land use. The piloting of rural national land reclamation will be carried out. We will improve the circulation system of forest property rights and promote the reform piloting in five districts and counties in terms of woods cutting, forest property rights mortgage loan, forestry policy insurance and ecological benefits compensation. Public fiscal support on general public services in rural areas will be enhanced. The bidding system will be uniformly implemented in financial input. We will set up the benefit compensation system and risk sharing system of financial services in terms of agriculture, rural areas and farmers. 1000 professional rural cooperative institutions will be set up.
 
We will accelerate the development of modern agriculture and promote the continuous growth of farmers' income. We will enhance integrated direct subsidy to farmers and agriculture productive materials and fine rice variety subsidy and farm machinery purchase subsidy so as to maintain the grain output of above 11 million tons. The construction of modern livestock industry demonstration areas will be quickened. The rate of live pig breeding in scale will be enhanced to 43%. Great efforts will be made to develop the planting of late-maturing oranges. The acreage of newly built standardized orchards will reach 120,000 mu and that of additional vegetable bases 200,000 mu. We will make great efforts to foster leading enterprises, promote the shift of urban industrial and commercial capitals to rural areas and develop Taiwan agriculture pioneering park. We will set up additional 300 farm machinery sales and maintenance stations in counties and towns with an increase of 3% in the mechanization level for plough, grow and harvest. Key water conservancy projects such as Yutan Reservoir in Dazu County will be accelerated. We will finish on the whole the work of repairing and reinforcing the reservoirs with defects so as to provide safe drinking water for two million urban and rural residents. Addition 8,000 km rural road will be newly built and rebuilt and the hardening rate of road in towns and administrative villages will reach 85% and 40% respectively. The coverage of rural power grid in the whole city will increase to 90%. The number of methane users will increase by 150,000. The project of broadband internet access to each administrative village will be initiated. The new-countryside-construction planning of 1000 new villages will be completed.
 
"Two Wings" play a critical role in coordinating urban and rural development in Chongqing. The key and difficult point of achieving the goals of “speeding up” and “taking the lead” rests with accelerating the progress of getting rid of poverty and becoming rich in mountainous areas and minority areas. We must put in a prominent strategic position the vitalization of "Two Wings", pioneer in developing "Two Wings", enhance the coordination and promote their vitalization. We will make great efforts and take effective measures to make further achievements year on year in aspects of development policy, infrastructure, characteristic industry, industry park construction and poverty alleviation on village-on-village basis. The minimum financial support mechanism of the operation at county and town level will be improved. We will shift the focus of municipal-level finance support to the counties and districts in "Two Wings". We will continue the policy of keeping total local revenues and refunding the incremental volume of added-value tax in five minority districts and counties. The total municipal-level annual incremental revenues in the remaining twelve districts and counties of “Two Wings” will be treated as subsidies to local governments. The municipally retained incremental revenues in 14 characteristic industry parks in suburban areas and counties of "One Circle" will be treated as subsidies to local governments. We will favor characteristic industry parks in "Two Wings" in terms of industry investment fund. The pairing-assistance and binding-assessment mechanism will be set up. We will ensure the implementation of the policy that a certain proportion of general budgetary revenues in assistance-providing districts and counties are used to support assistance-receiving districts and counties. The acreage of newly built standard factories will reach 50,000 m2. We will accelerate the implementation of "Two Wings" communication construction plan with an investment of RMB 128 billion. One billion yuan at municipal level will be raised to support the infrastructure construction and social projects in small towns. The construction of characteristic products bases will be quicken in terms of timbers in "Two Wings", herbs, tobaccos and herbivorous livestock. We will guide the enterprises in "One Circle" to develop characteristic industries in "Two Wings". We will adhere to the combination of developing-style, open-style and assisting-style poverty alleviation to achieve the goals of getting rid of poverty in 200 poor villages, reducing the number of poverty population by 100,000 and realizing the migration of 50,000 residents for the purposes of protecting ecological environment and supporting the poor.
 
We will always focus our concentration on promoting the stabilization and well-being of migrants. By the end of this June the settlement plan of the remaining 10,000 migrants will be completed. We will carry on the pairing-assistance planning. The amount of inviting business and attracting investment will reach RMB 25 billion. We will quicken the construction migrants training and employment bases and increase the number of additional urban and rural employed migrants by 55,000. We will carry out the follow-up work of the Three Gorges project in sequence and will discuss about and try hard to solve one by one the questions left over by the resettlement of migrants, actual difficulties in production and life and issues on long-term migrant livelihood guarantee. In terms of 175-metre waterline storage test, we will strengthen safety monitoring, take adequate precautions against accidents, make clear relevant responsibilities, and make utmost efforts to ensure the safety of people’s lives and property.
 
4. Efforts will be made for structural adjustment and scientific progress. We will, through reversed transmission of the pressure for easing monetary condition in financial crisis, speed up the upgrading and structural optimization of industry. We will focus on independent innovation and accumulating strength for future development so as to increase the strength for sustained development in the future.
 
The key role of the industry in stimulating economic growth will be given into full play. We will make great efforts to develop six pillar industries, including automobile and motorcycle, equipment manufacturing, natural gas, oil and chemical industry, with an investment of RMB 160 billion this year. We will promote the integrated development of informatization and industrialization and construct a state-class piloting zone for it. We will put emphasis on the industrial investment "No.1 project"-environment-friendly relocation of Chongqing Iron&Steel Group and the information industry "No.1 project" –the construction of manufacturing base of HP portable computers with an annual output capacity of 4 million. Priority will be given to the development of information industry. Great efforts will be made to promote such projects as two six-inch chip production lines of China Electronic Technology Corporation (CETC), Riyueguang Electronics and A’Hong Mobile phones. We will devote major efforts to developing software outsourcing industry and accelerate the construction of software and information service outsourcing bases in the New North Zone, Xiyong micro-electronic industrial park and Yongchuan District so as to increase sales revenue in information industry to above RMB 100 billion. We will make active response to the challenges in the automobile and motorcycle industry, make great efforts to solve key technical difficulties in hybrid vehicle, electronic automobile and auto transmission, enhance components and parts supporting capacity, increase self-owned brands, and survive the difficulties through improving technology and taking advantage of markets both at home and abroad. We will earnestly promote major projects including Chang’an engine manufacturing base with an annual output capacity of 2.5million and the production of 100,000 tons of Bekaert tire steel cord. Under the guidance of the industry policy, the R&D of automobile and motorcycle industry will center on the demands in rural markets, such as low energy consumption, multiple function, economy and durability. We will concentrate on the development of industrial link of natural gas, oil and chemical industry and give priority to the MDI integration, 300 thousand tons acetic acid and ethylene of Sichuan Vinylon Works, PTA project of Pengwei Petrochemical Group and other key projects so as to spur on the development of relevant industries. We will improve the technology and manufacture level in whole set for the equipment manufacturing industry, and take great efforts to implement key projects including heavy-duty casting, special ships, railway communication and wind-generated power. We will unceasingly take efforts to upgrade the material industry by improving the technology for projects such as aluminium stripcold rolling in southwest area, and proper plates manufacturing for the China-made large airplanes, and so on. The structure of the energy industry will be further optimized and labor-intensive industries vigorously developed.
 
Advanced manufacturing industry and modern service industry will be developed in a coordinated manner. We should forge ahead the development of the financial service base in the western regions, the establishment of electronic bill exchange centers, OTC markets and forward trading centers for live pig and other poultry products so as to attract more banks, securities, insurances, funds and other financial institutions both at home and abroad. Talents in this field should be attracted to better the financial institutions at various levels. We should control and mitigate the financial risks and curb the rebound of the rate of bad-performed loans. The functions of logistics parks will be improved and industry links be extended to foster a number of competitive enterprises and markets in this regard, with an increase of 15℅ in logistics revenue. We will make use of the conference and exhibition industry by initiating the international exhibition center project and Chongqing international conference and exhibition center Project II. We should spare no efforts to foster newly emerged service industries, including science and technology research and development and cultural innovation, and enhance the level of professional services in designing, planning, law, evaluation, detection, monitoring and management, counseling and so on.
 
The important task of readjusting the structure is to follow the market discipline to select superior enterprises and eliminate inferior ones and promote merger, acquisition and restructuring among enterprises. Enterprises are encouraged to carry out trans-regional, trans-industry and trans-ownership structural readjustments to form a number of competitive groups or corporations with great strength. We will enhance the association coordination with international and domestic similar enterprises, relevant industries and upstream and downstream enterprises so as to enhance their competitiveness and risk-resisting abilities. We should properly deal with the credits and debts caused by merger, acquisition and restructuring and ensure the legitimate rights and interests of employees. We will deepen the reform of state-owned enterprises, unceasingly improve the structure of legal person administration and put forward state-owned capital management budget system in all round so as to protect and increase the value of the state-owned capital. We will strongly abandon the disqualified production capacity, shut down 100 thousand kilowatt small thermal power generator networks as well as 1 million ton concrete producing plants.
 
We will unwaveringly encourage, support and guide the healthy development of the non-public sectors of the economy. We will broaden the scope of operational infrastructure and public services allowing the injection of private capital. We will improve the social service systems of small and medium-sized enterprises, newly build eight municipality-class urban industry parks, set up ten municipality-class pioneering bases for small enterprises and foster a number of small and medium-sized enterprises in growth. We will earnestly solve the financial difficulties of small and medium-sized enterprises. The loan risk subsidies for small and medium-sized enterprises at municipality level will be increased to RMB 100 million. We will set up additional 10 credit guarantee institutions for small and medium-sized enterprises with an annual amount guaranteed of RMB 20 billion. The added value in the non—public sectors of the economy will grow by 18%. 
 
Scientific and technological innovation will be regarded as the key in enhancing the quality of development. We will implement 22 major scientific and technological projects and set up 50 industry-university-research associations. The role of enterprises themselves in innovation will be highlighted. We will newly set up two state-class engineering technology research centers, implement 100 key technical innovation projects at enterprise level and support independent and associated innovation in small and medium-sized enterprises. We will establish five science and technology enterprise incubators at municipal level, 15 enterprise piloting and incubation bases and 100 science and technology intermediaries. We will increase financing channels of the commercialization of scientific and technological achievements, grant classified subsidies for scientific and technological insurances and increase risk investment to RMB 5 billion. We will create Chongqing a model city for safeguarding intellectual property rights and encourage enterprises to participate in formulating relevant industry standards and national standards. We will make great efforts to ensure the success of the 11th annual conference of China Science and Technology Association (CAST) and the activity of "100 world-famous R&D institutions coming to Chongqing". We will make greater efforts to implement talents’ quality improvement project, introduce innovative policies on talents and optimize talents environment to bring in 20 famous overseas experts, 1000 high-level and urgent-needed talents so as to create Chongqing a preferred place in terms of innovation and pioneering in west China.
 
What is most fundamental to a stable and relatively fast economic development is to stimulate the vitality of enterprises themselves. Governments at all levels should be concerned with what enterprises are concerned, solve difficulties and offer timely support for them. RMB 500 million will be raised as a special fund for revitalizing the economy to support those major technology upgrading projects with great market potential and high technology content .We will implement the value added tax reform and stop the collection of coal price adjustment fund contemporarily. Without harming the interests of employees, those enterprises that are incapable of paying social insurance fees will be allowed to postpone the payment for a certain period of time. The rate of basic medical insurance, unemployment insurance and maternity insurance for urban employees will be appropriately reduced within this year. We will organize enterprises and banks match-making conferences to enhance the mobility of enterprises.
 
5. We will intensify our efforts to improve city planning, construction and management. We will deepen the reform in coordinated urban and rural planning and explore the designing of urban and rural integrated planning system. We will complete urban space strategic planning with high quality, accelerate the revision and formulation of metropolitan areas regulatory detailed planning and complete in an all-round way the urban design of four riverside areas on the sides of two rivers. We will protect and inherit the context of urban history to promote organic renovation of urban areas. We carry out the piloting of general planning for districts and counties and township planning. We will earnestly enhance the management of urban and rural planning, standardize the management through “sunny” operation of floor area ratio and ensure the strict implementation of the planning. We will be strict in managing “the four mountains” in the central districts according to law. We will improve the township functions in planning, construction and administration. We will make great efforts to complete the planning and design of a number of new villages for farmers and conserve folk villages.
 
We will start the construction of Dongshuimen Bridge and Qiansimen Bridge and complete the construction of a number of large-scale interchange hubs and parking facilities. We will start the construction of 4 expressways including Fuling-Fengdu expressway and promote 13 projects to be continued including Fengjie-Wuxi section. Chongqing section of Shanghai-Chongqing expressway and ring expressway will be completed and open to traffic. Chongqing-Hunan expressway will reach Qianjiang District. We will start the construction of Chengdu-Chongqing intercity railway, Chongqing-Wanzhou intercity railway, Line 2 of Chongqing-Huaihua railway and new Chongqing-Qianjiang railway, implement the electrified reconstruction of Dazhou-Wanzhou railway and the energy enlargement reconstruction of Sanjiang-Wansheng-Nanchuan railway, accelerate the construction of Lanzhou-Chongqing railway, Chonqing-Lichuan railway, Suining-Chongqing railway and other railways, and complete the construction of railway container center and Line 2 of Xiangfan-Chongqing railway and put them into use. We will complete the construction of Cuntan bonded area project II and Huangqi port in Fuling District. We will dredge 68-kilometer waterway of the Jiangling River and promote standardized reconstruction of ships. We will quicken the progress of Jiangbei International Airport expansion project III and complete the construction of Qianjiang Zhoubai Airpport. The power grid in the central districts will be improved.
 
Planning and construction of the extended areas of the Central Districts, including New Airport City and New West City, will be carried out with high quality. We will continue to implement the policy of offering municipal financial support for the construction of infrastructure and public facilities in the central areas of districts and counties, create them the business centers of districts and counties as soon as possible and enhance their abilities of coordinating urban and rural development. We will expand the scope of digital urban management in the central districts, initiate the practice of the digital management in regional central cities and carry out the piloting of digital management in small and medium-sized cities, including Dianjiang County, Liangping County and Tongnan County. We will give priority to public transportation, promote the reform of public transportation system, optimize the bus routes network, and improve the check-up and assessment system of public safety and service. We will punish operating public traffic vehicles for their violation of traffic regulations to maintain the sound traffic order. We will make greater efforts to better city appearance and enhance the quality of street environment in the urban areas. Efforts will be intensified to improve the comprehensive environment in airport, railway stations, ports, squares and plazas, remove illegal buildings and standardize outdoor advertisements and street markets. We will initiate the piloting of "urban village" reconstruction in a number of districts and counties and make great efforts to improve comprehensive management of joint zones between urban and rural areas. We will promote the construction of residential houses on the basis of community and the property management so as to improve the community environment.
 
Our government will take the lead to earnestly implement Public Organizations Energy-saving Ordinance. We will carry out the energy-saving and emission-reducing campaign in general public, initiate means of production, consumption model and living style in an economical and environment-friendly way. We will implement the project environment-friendliness admission system and region-based limitative ratification system. We will establish the list notice system of eliminated enterprises with disqualified production capacity. We will improve the online monitoring of industrial pollution, set up the precise measuring standards for limited emission and consumption, promote 100 major energy-saving and pollution-reducing technology upgrading projects in major industries and carry out the piloting of total emission reduction index exchange. We will make great efforts to carry out "four campaigns" on environmental protection. We will complete the environment-friendly relocation of 20 polluted enterprises in the central districts, newly construct 100 kilometers three-grade sewage pipe network in urban drainage project, and promote the second batch of industrial waste water treatment projects in the Three Gorges reservoir areas. The rate of domestic sewage concentrated treatment in the urban areas will reach and that of industrial waste water harm-free treatment 85%. We will carry out the comprehensive treatment of the Liangtan River. We will launch the campaign of building Chongqing into a national forested city and implement the urban green project, the urban periphery forest screen project and the expressway landscape forest belt project. We will increase the planting area by 3.5 million mu with additional 1 million m2 urban ecological forest and 3 million m2 urban green space. We will finish the construction of 10 urban parks and 40 community parks and ensure that Hongensi Forest Park and Longtousi Park be constructed and open to the public。
 
6. We will push the inland opening up to a new height and promote opening up through economic growth and quicken economic development through opening up on every side.
The establishment of the Cuntan bonded port in Lianglu is indicative of Chongqing’s forward position in inland opening up and of great strategic significance in creating Chongqing a business center and a comprehensive transportation hub on the upper reaches of the Yangtze River. We will make planning at high starting point, construct and absorb investment with great efforts and explore effective water-air and water-land associated communication mechanism, and create Chongqing as soon as possible an opening up platform in line with the international practice while featuring low cost, high economic returns. We will step up to construct better infrastructure and build a number of bonded logistics warehouses and standardized processing and trade factories and establish an information control and monitoring platform in the port area.
 
We will take the opportunity of creating New North Zone an inland opening up demonstration area to try out in terms of investment, trade, production elements conglomeration, market operation, scientific and technological innovation and management services. We will further optimize investment environment, focus on attracting investment and bringing in talents, accelerate the development of modern manufacturing industry and high-end service industry featuring powerful drive role and construct hi-tech industry R&D bases and manufacturing bases so as to ensure the industrial output value at RMB 140 billion. We will treat districts and counties as the main battle ground of broadening opening up, enhance the industry transferring acceptance capacity of industry parks with its own characteristics and establish 12 processing and trade demonstration parks. We will make efforts to ensure the industrial output value surpassing RMB 20 billion in 10 industry parks respectively, including Changshou chemical and industrial park, Chayuan, Xipeng, Jianqiao, Airport, Jiangjin, ect., and that surpassing RMB 10 billion in another 10 industry parks respectively, including Wanzhou,Yongchuan, Shuanqiao, ect..
 
Efforts will be made to maintain a steady export growth. We will adjust in a proper time and perfect foreign economic and trade promotion measures, timely make real the policies of tax refund on export, increase foreign economic and trade financing guarantee capital fund, develop export credit insurance, enhance the insurance subsidy to foreign trade enterprises and lower export exchange rate risk so as to help the enterprises survive the difficulties. We will optimize export structure and provide financial support for technology upgrading and product R&D in export enterprises, expand the export of hi-tech products, electronic machinery, complete sets of equipment, and special agricultural products. We will actively explore the markets in Africa, Middle Asia, Middle East and West Asia, and take part in the framework of China-ASEAN Free Trade Zone. We will establish 5 nationwide key service trade enterprises, 20 key outsourcing service enterprises, encourage the establishment of overseas order receiving centers and increase total outsourcing service revenue by more than 20%. We will also encourage the import of advanced equipment, technologies and resources.
 
We will promote competitive enterprises involving automobile and motorcycle, electronic mechanics, construction materials and construction etc. to "go out" and carry out overseas processing trade and overseas project contracting so as to motivate the export of local products. Enterprises are encouraged to seize the opportunities to conduct merger and acquisition both at home and abroad. They are also encouraged to make cluster overseas investment. We will promote the overseas projects under construction, including Guiana Bosai aluminium, Libyan housing, Korea industrial park, Laos's agricultural park and Sudan package project. Cooperative mechanism of contracting overseas businesses and labor forces between Chongqing and the enterprises under the leadership of the Central Government will be established.
 
We will initiate the planning of Chengdu-Chongqing economic development zone and complete the annual task of assisting the post-disaster reconstruction in Chongzhou City. We will establish economic cooperative zones in Wuling Mountain area, Daba Mountain area, West Chongqing&East Sichuan Province and South Chongqing&North Guizhou Province, promote comprehensive cooperation with neighboring regions and continuously enhance the capacity of serving neighboring regions. We will take the initiative to undertake the industrial transfer in the coastal areas and quicken the interactions between science and education, cultures and talents. We will further build closer economic and cultural relations with Hongkong, Macao, Taiwan, international sister cities and other countries and regions abroad, take advantage of the framework of Closer Economic Partnership Arrangement (CEPA) to expand service trade and ensure the success of “Chongqing&Taiwan Week” and the 5th Cross-Strait Information Industry Technical Standards Forum.
 
7. We will improve social construction and management. We will base ourselves on public welfare, promote social balance, stimulate social vitality, promote social harmony and enhance in all-round way the quality of social welfare development and the level of social management.
 
We will give priority to the development of education and promote the coordinated and fair development of all sorts of educations at all levels. We will make more investment in improving the running conditions of underdeveloped schools, implement performance wage system for teachers working in compulsory education schools, increase the subsidies for poor students and improve urban-rural compulsory education financial guarantee mechanism. We will initiate in all-round way the standardized construction of primary and middle schools, complete the construction of 500 rural boarding schools and 300 plastic cement playgrounds in primary and middle schools. We will speed up the popularization of high school education with 88% of middle-school graduates admitted to high schools. We will broaden the pilot of free secondary vocational education, set up  six key national vocational education schools, establish four vocational education groups at industry and regional level and create three public practice&training bases. We will promote the action plan of "creating colleges and universities in Chongqing as an education center in West China", speed up the construction of colleges and universities with their own characteristics, key disciplines and key specialties and set up two or three additional doctor degree granting units so as to enhance the comprehensive strength of higher education. The number of college students will reach 700,000 and 13 colleges and universities will be stationed in the University Town as scheduled. We will promote the courses reform to reduce the excessive workload of the students. We will deepen the reform of entrance examination and admission system. We will further strengthen pre-school, special, aging, and continuation education. Private education will be encouraged and standardized. We will earnestly solve the problem of entrance to school for urban-oriented migrant workers’ children and pay attention to the healthy growing of left-behind children in rural areas. We will strengthen ideological and ethical education, further implement quality-oriented education and promote the comprehensive development of students
 
We will accelerate the implementation of key public cultural service projects, complete the construction of the Chongqing Opera House and Sichuan Opera Art Center, quicken the implementation of such projects as Goutai Art Center and Chongqing Natural Museum and start the construction of International Circus Town and Public Art Gallery. We will newly build four cultural centers and five libraries at district and county level, 200 township comprehensive cultural centers, 2000 rural book houses, 10,000 book-borrowing centers and 26 sub-centers of information resources sharing projects in districts and counties. We will make further efforts to promote the project of broadcasting television access to each administrative village, realize live satellite broadcast coverage of 16,000 villages each with over 20 households and initiate surface digital broadcasting television covering project. We will put emphasis on the study in social sciences and make a number of valuable achievements in theoretical research. We will ensure the success of the 11th China Aging Chorus Festival and the Second Chongqing Cultural Festival. We will greatly promote the media transformation and improve the quality of TV programs, broadcasts and newspapers and periodicals. We will carry out a series of public cultural activities celebrating the 60th anniversary for the founding of the New China. We will further the classification reform on art and cultural institutions like “Yuan and Tuan” and the inner reform on cultural institutions and at the same time speed up the construction of cultural industry base to expect an increase of 30% in added-value of this field. We will improve the internet cultural construction and management and support literature and art production and the publication of key books, passionately chant red songs and read the classics. We will explore the cultural resources with Chongqing characteristics to creating a number of art and cultural fine works and nurture the city spirit in the new times to enhance cultural soft strength.
 
We will further implement the Healthy Chongqing Health Action Plan, make more investment and improve health service networks both in rural and urban area. We will accelerate the implementation of 10 public medical care facilities projects including children medical care center, rebuild and extend 10 traditional Chinese medical hospitals in districts and counties and 148 township clinics as and newly build, rebuild and extend 80 health service organizations in communities. We will strengthen the construction of infrastructure and equipment, including disease control system and health supervision system. The participation rate of new rural cooperative medical care system will reach 88%. We will deepen the medical care and health system reform and strive for substantial progresses in basic public health service, basic medical guarantee, and basic medicine system. We will put emphasis on the welfare of the handicapped  persons and offer more services in employment, medical care, livelihood and working.
 
We will further implement the Healthy Chongqing Sports Action Plan and set off a new upsurge of nationwide fitness activities. We will construct key public sports facilities including Datianwan Body Building Center, Comprehensive House of Olympic Sports Center, and Sports Activity Center for The handicapped  Persons, complete the construction of Municipal Competition and Training Center, promote the construction of stadiums and natatoriums in districts and counties and newly build 600 farmers' body building projects and a number of body building facilities and mountain climbing paths. 4,500 social sports instructors will be fostered. We will increase class hours of physical courses at all sorts of schools and popularize broadcast gymnastics. We will strengthen the combination of sports and education and develop the characteristics of various amateurish sports schools. We will give prominence to advantageous competitive sports, make preparations for the 11th National Games and strive for a better result on the previous one
 
We will strengthen the family planning program and improve social management service. We will speed up the implementation of women and children development scheme. We will strictly implement the family planning responsibility system, stabilize the low birth rate and further improve the gender ratio. We will enhance childbearing care and carry out the born deficiency prevention and control so as to improve the quality of new-born population. We will newly build 110 family planning and reproductive health service centers at town level, 25 community service centers at street level and 250 community stations. We will create additional 200 piloting villages in rural community construction. We will newly build, rebuild, extend and improve 2,500 public service centers at village level and newly build 2,750 modern distance education centers for rural CPC members and cadres. We will improve the community volunteer service system and strengthen community-based correction work.
 
We will adhere to the concept of safe development, initiate in an all-round way the construction of a safe and sound Chongqing and make great efforts to create Chongqing a safety-guaranteed city. We will improve the social security prevention and control system, deepen "three bases" work in public security, promote the construction of social security grass roots network platform, handle serious public-security problems and rectify the  disorder in certain areas, crack down various illegal activities and criminal behaviors, prevent against the infiltrative and disruptive activities by hostile forces and maintain in real earnest public and national security. We will improve public contingency management system and quicken the implementation of key projects, including government emergency platform, national disaster relieving material storehouses, emergency shelters, search and rescue bases, etc. We will carry out in depth legal publicity and education work, guide the public to make interests claims in a reasonable and legal way and safeguard their rights and interests according to law. We will improve the permanent mechanism of leaders handling petitions and visiting the grass-roots units, and make efforts to address prominent petitions in enterprise reform, land requisition, house removal, residents migration, migrants relocation, land disputes, laws and suits to ensure the responses to every single petition letter and visit. We will strengthen the cooperation among people, administrative and judicial meditation, resolve disputes and contradictions timely, and make efforts to eliminate the inharmonious social factors. We will carry out the activity of the year of strengthening the basis of safe production at grass-roots level, promote the standardization of enterprise safety, strengthen urban and rural fire prevention and control, establish the hidden-peril elimination and treatment normal mechanism in the traffic, coal mine, architecture, dangerous chemistry and other key fields, install anti-collision guardrail with its length at 100 kilometers,  strive for the coverage of coal gas monitoring system covering at 90%, and close and trust 203 small coal mines so as to create safety guarantee conditions for keeping the economic growth.
 
We will strengthen national defense education, improve national mobilization mechanism, and support the build-up of Chongqing-stationed army and armed police troops. We will intensify activities to promote mutual support between the military and civilian sectors and their cultural and ethical programs to forge solidarity between the military and the government and between the military and civilians.
 
8. Efforts will be intensified to improve the service in the people’s livelihood. We will give prominence to improving the people’s livelihood in terms of expanding domestic demands, earnestly implement 10 projects involving the people's livelihood, make great efforts to resolve acute problems concerning the vital interests of the people in the field of employment, social insurance, housing, etc.
 
We will give top priority to the employment of college graduate and strive for the employment rate of graduating students in the whole year at not less than 85%. We will make a municipal financial investment of RMB 200 million in promoting the business start-up of college graduates. We will select and send 5,500 college graduates to work in rural areas. We will strengthen training, employment and business start-up service for returned rural migrant workers, increase the discount rate of business start-up loans for rural migrant workers to 80% and grant a tuition subsidy of 2,000 yuan each year for each returned rural migrant worker who will attend secondary vocational schools. We will strengthen dynamic information monitoring, take timely countermeasures, do everything possible to stabilize the employment, create favorable conditions for increasing employment, and encourage people to find jobs on their own. We will guide the enterprises to fulfill their social responsibilities, take the overall situation into consideration and try hard not to reduce employees or cut down the number of employees as smaller as possible. We will grant temporary job subsidies and laid-off subsidies for those enterprises with operational difficulties that will not reduce employees. We will lower the threshold of discount loans and increase discount loan rate for those enterprises that admit a considerable number of reemployed personnel and returned rural migrant workers.
 
We will continuously enhance the basic pensions for retirees and the level of unemployment insurance compensation and increase in a proper time work-related injury insurance and basic medical insurance compensation. We will earnestly resolve the issues of retirement insurance for persons whose land have been requisitioned and who have changed from agricultural to non-agricultural status as well as persons in urban areas who have not participated in retirement insurance. We will broaden the coverage of retirement insurance in rural migrant workers. We will expand the piloting of new rural retirement insurance. We will realize the full coverage of cooperative medical insurance system for both urban and rural residents. We will strictly implement Urban and Rural Residents Subsistence Allowance Ordinance and broaden the coverage of subsistence allowance in rural areas. Efforts will be intensified to enhance medical assistance. We will improve social welfare service system, newly build, rebuild and extend 150 township nursing homes for the aged, five comprehensive social welfare centers, ten nursing service demonstration centers, four children’s welfare homes and four help and protection centers for homeless minors. We will provide legal assistance for whomever in need.
 
We will increase the supply of supportive residential houses. We will encourage the practice of purchasing in bulk commodity houses and applying them to migration relocation in districts and counties. We will build 800,000 m2 of low-rent houses and 250,000 m2 of apartment houses for rural migrant workers. We will promote the development and construction of small and medium-sized normal commodity houses at a middle or low price and speed up the development of second-hand house markets and house-leasing markets. We will build concentrated residential areas for farmers, complete the construction of 30 thousand comfortable rural houses and rebuild 30 thousand dilapidated and old houses.
 
9. We will speed up the transformation of governmental functions and the innovation of management. We will focus our attention on building a service-offering, responsible, law-governed, credible and clean government, treat governmental functions transformation as the core, institutional improvement as the basis and building of a fine work style as the guarantee so as to continuously enhance the administrative efficiency and service level of the government.
 
We will complete in an all-round way organizational reform on municipal government and initiate organizational reform on government at district and county level and speed up the classification reform on public institutions. While continuously improving economic adjustment and market regulation, we will pay more attention to social management and public service so as to ensure that more than 75%of general budget be put into the development of districts and counties and the improvement of people's well beings.
 
Governments at all levels should consciously accept the legal and performance oversight of the people's congresses and their standing committees at the corresponding levels and the democratic oversight of the committees of the People's Political Consultative Conference, and extensively listen to the opinions of the democratic parties, federations of industry and commerce, mass organizations and persons without party affiliations. We support trade unions, the Communist Youth League, women's federation and other mass organizations for their participation in social management and public service. We will promote the exercise of administrative functions according to law. We will improve governmental legislation mechanism and focus our attention on research and legislation work in the field of coordinated rural and urban development, public security, social guarantee, city management, etc. We will stick to the practice of making collective decisions on major issues, soliciting opinions from experts, keeping the public informed and holding public hearings. We will improve policy feedback and correction mechanism and responsibility investigation mechanism to enhance the level of scientific and democratic policy-making. We will carry out an open administrative system, build a government website, information release system and other channels, and continuously expand the coverage of initially released information. We will further simplify and standardize administrative licensing and explore the piloting of relatively concentrated administrative licensing to create Chongqing an inland city featuring less administrative approval procedures, high efficiency and quality service. We will steadily push forward the piloting of relatively concentrated administrative punishment, limit and standardize administration punishment discretion and build an administrative law-enforcing contingent featuring civilized law enforcement, honesty, cleanness and human-based management. We will try out relatively concentrated administrative reconsideration power, enhance the level of administrative reconsideration and safeguard the legitimate rights and interests of civil citizens, legal persons and other organizations.
 
Civil servants, especially leaders at various levels, should grasp on the basis of reality the rich implications of the theoretical system of socialism with Chinese characteristics, earnestly study and apply the Scientific Outlook on Development, emancipate our minds, seek truth from facts and keep up with the times. We should make great efforts to obtain the knowledge in the aspects of modern finance, modern science and technology, international economy, laws and regulations and modern management and enhance our ability of applying the Scientific Outlook on Development to analyzing realistic issues and resolving practical problems. We will adopt a working style of seeking truth and dealing with concrete matters, intensify survey and research to understand the general situations of the city as well as the public feeling and know the truth, resolve more problems affecting the stability of reform and development, do more practical deeds with far-reaching influence so as to lay a good foundation for future development and do more good deeds benefiting the people's well-beings.
 
Given the difficult circumstances, governments and departments at all levels, public service institutions, and social organizations should bear in mind the concept of leading an austere life, practice strict economy and handle business in an industrious and economical way. We should combat extravagance and waste and oppose spending money freely and ostentatiously, and put the limited capital and put together all financial and material resources in promoting scientific development and pursuing the interests for people. We will practice zero growth in the expenditure of government departments, public service institutions and social organizations.
 
We will strictly implement the responsibility system for improving the Party's style of work and improve the institutions for punishing and preventing corruption. We will regulate the exercise of power, strengthen auditing supervision, be strict with the supervision over administration and form an effective mechanism of managing power, affairs and personnel according to rules and regulations. We will carry out the education on fighting corruption and upholding integrity to enhance the awareness and the ability of resisting corruption and decadence. We must see to it that all persons and cases involving violation of law and discipline are thoroughly investigated and dealt with and that the corruption issue does no harm to the image of Chongqing in reform and opening up
Fellow deputies! Financial crisis and economic slowdown caused by the US sub-prime loan crisis have spread around the world.  No country in the world can keep out of them. We have suffered and will continue to suffer the enormous impacts brought by them. However, different countries act differently in their endurance and responses. We firmly believe that under the leadership of the CPC Central Committee with Comrade Hu Jintao as General Secretary, the Chinese people who adhere to the socialist path with Chinese characteristics and practice the Scientific Outlook on Development will be sure to reverse the dangerous situations, resolve the difficulties and continuously realize better and faster development with more efforts and at a speed faster than any other countries. We also believe that no pains, no gains. As long as we maintain and develop the good situation featuring "one mind, smoothness, good working style and full of drive", as long as we don't sway back and forth, relax our efforts or get sidetracked, as long as we make greater efforts and devote more energy than others, the Chongqing people are bound to overcome the difficulties, run counter to the current of the time, fulfill and overfulfill various tasks of this year, continuously go with head high and chest out and make a large step towards the goals of the 314 Umbrella Plan.
