Inauguration of the “1+1” Multimodal Transport & Logistics Demonstration Project Assists Chongqing in Creating An Inland International Logistics Hub

    On August 31, the Inauguration of the “1+1” Multimodal Transport & Logistics Demonstration Project of the China - Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity kicked off in Chongqing, with the project settled in Yufu Industrial Park, Liangjiang New Area.
    It is learned that, against the overall backdrop of the development of the Belt and Road Initiative and the construction of Yangtze River Economic Belt, all walks of life from both Chongqing and Singapore attach importance to the project, and place great hopes on it in support of Chongqing creating an inland international logistics hub.
    What is the “1+1”?
    It refers to asset-light company and asset-heavy company.
    It is learned that the operation platform embraces both asset-light and asset-heavy companies, with registered capital reaching RMB 100 million and RMB 50 million respectively. Wherein, the asset-light company is controlled by the consortium composed of Singapore-based enterprises, while asset-heavy company by consortium composed of China-based enterprises.
    In terms of capital scale, asset-light company boasts the registered capital of RMB 100 million, with 51% of shares held by consortium comprising Pacific International Lines (PIL), PSA, Kerry Logistics, YCH Group and others; asset-heavy company owns the registered capital of RMB 50 million, 55% of shares jointly held by consortium composed by Chongqing Liangjiang New Area Development & Investment Group Co., Ltd., Chongqing Port Services and Logistics Group Ltd., Chongqing Transportation Holdings (Group) Co., Ltd. and other companies.
    Of which, asset-light company is positioned to consultation and planning for transportation logistics, construction of international logistics channel, arrangement of shipments in the hinterland and surrounding areas, integration of logistics resources, strategic coordination and provision of comprehensive logistics solution for customers, thereby improving the soft environment for logistics development of Chongqing; asset-heavy company mainly centers on construction, operation and management of international multimodal transport-related logistics equipment, warehousing equipment, information platform and other infrastructures.
    “Enterprises of both sides are allocated with clear responsibilities and specified works, complementing each other on the other hand,” said the responsible official from the Administration Office of the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity. It is learned that both asset-light and -heavy companies have concluded their application for business registration, other tasks concerned also been already underway.
    Since then, Chongqing will concentrate efforts to build a standard multimodal transport system, facilitating the interconnectivity among multiple traffic modes.
    What is the core mission of the project?
    To build a standard multimodal transport system.
    What deserves to be mentioned is that the foundation of these two companies, especially the asset-heavy company, means that Chongqing will strive to forge a standard multimodal transport system.
    According to the reporter, the system mainly covers four missions in detail: firstly, exploring the organizational pattern of multimodal transport and promoting the “integrated ticketing system” whole-process seamless transport services; secondly, formulating multimodal transport service discipline, strengthening the system connection and unified regulations of railway, highway, waterway and air transportation in terms of cargo receiving and delivery, waybill, information sharing and others in the integrated organization; thirdly, establishing multimodal transport information system, to integrate all-round information services related to cargo source, transportation, receipt, finance and so on; fourthly, by taking full advantage of big data, IoT and other advanced technologies, building an intelligent transportation system to elevate the automatic level of reloading and transshipping.
    “The foundation of standard multimodal transport system is positioned to effectively link up multiple transport modes in reality and reduce implicit cost generated from the transshipping, thereby giving full play to Chongqing’s vital role in connecting ocean and continent, and China and Eurasia,” said Yang Lijie, Deputy Director of Liangjiang New Area Administrative Committee.
    Recently, the multimodal transport system has been attracting a wide attention among the public. According to an official from the Liangjiang New Area, the application for the construction of multimodal transport & logistics demonstration project at Guoyuan Port is proposed to be submitted to the Ministry of Transport. Meanwhile, Liangjiang New Area has been coordinately advancing the establishment of multimodal transport supervision center. All these efforts are designated to include the multimodal transport & logistics demonstration project in the national multimodal transport & logistics demonstration project.
    “Next, Liangjiang New Area will also launch an array of replicable key projects that are of national exemplary significance, aiming to explore and accumulate replicable development experiences of multimodal transport,” said Yang Lijie.
    What’s the objective?
    To promote the construction of an inland international logistics hub.
    Chongqing has been long committed to creating itself into an inland international logistics hub. As the core area of China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity, Liangjiang New Area could more leverage such platform and preferential policies exclusive to the China (Chongqing) Pilot Free Trade Zone, to accelerate the construction of an international logistics hub.
    “Introduction of experienced enterprises from home and abroad as well as Singapore will help Chongqing to cultivate a batch of leading multimodal transport enterprises with international vision and in line with international standard, thereby boosting the diversity of market players and the integration of operation organizations,” said the responsible official from the Administration Office of the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity.
    In this project, both China- and Singapore-based enterprises can make full use of their advantages to assist Chongqing in forging an inland international logistics hub and advancing the development of logistics industry across western China.
    According to the plan, Chongqing will create a multimodal transport & logistics demonstration base, featuring efficient connection of infrastructures, rapid transshipping of cargos, information interconnection and sharing, standardization and specialization of equipment and service integration.
    In the views of the responsible official, China-Singapore cooperation this time could highlight comparative advantages and integrated efficiency of railway, highway, waterway and air transportation of Chongqing. Moreover, relying on Singapore’s profound experience in advanced technologies and management, this city makes utmost efforts to resolve various problems, such as inefficient connection of infrastructures, poor collecting and distributing transportation, shortage of station yards and transportation equipment specified to multimodal transport, and backward construction of information platform.
    “That Liangjiang New Area boasts increasingly improved logistics industrial system is another explanation to the successful introduction of the project. And we believe that relying on Guoyuan Port’s vital rule in multimodal transport of Liangjiang New Area and even in Chongqing, the project will surely usher in a promising future around the corner.” according to the responsible official of China (Chongqing) Pilot Free Trade Zone Liangjiang New Area Administration Office (the Administration Office of the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity).
    In addition, another objective of this project is to build a multimodal transport supervision center, achieving the interaction and sharing of international trade- and logistics-related information and facilitating the open and smooth operation of international logistics channel.
