Chongqing Launches “Hongyan Program” to Recruit Global Talents

    On April 17, 2017, journalists learned from Chongqing Provincial Human Resources and Social Security Department that Chongqing Municipal People’s Government issued Measures of Chongqing City for the Implementation of “Hongyan Program” recently.
    It is learned that “Hongyan Program” is suitable for R&D talents who are introduced by enterprises of Chongqing or technology-based enterprises (including corporative R&D institutions) established in Chongqing and are directly engaged in fundamental research, applied research and experimental development. R&D talents can receive the award as high as RMB 2 million.
    Journalists learned that talents selected by “Hongyan Program” would be divided into three groups, i.e. Group A, Group B and Group C. Talents of Group A refer to those who work in enterprises of Chongqing with a recognized annual salary of over RMB 2 million and are among 1% of R&D personnel in terms of the annual salary. Talents of this Group are required to enjoy high reputation in the field of global industrial technology research or have major technological inventions or successful experiences for the development of new products, and they should be of great significance or bring significant economic and social benefits to the innovative development of Chongqing’s enterprises.
    Talents of Group B refer to those who work in enterprises of Chongqing with a recognized annual salary between RMB 1 million and RMB 2 million, and are among 5% of R&D personnel in terms of the annual salary. They are required to have a certain influence in the field of global industrial technology research and have the experience of chairing R&D project and achieving the commercialization of the R&D project, and they should be eligible to lead key projects of Chongqing’s enterprises or solve problems of core technology, or make great achievements in the work of senior management and R&D in excellent enterprises of Chongqing.
    Talents of Group C refer to those who work in enterprises of Chongqing with a recognized annual salary between RMB 500,000 and RMB 1 million, and are among 10% of R&D personnel in terms of the annual salary. Those talents are required to have special expertise in a certain industry or field and can promote the innovative development of Chongqing’s enterprises, or make great achievements in the work of middle management and R&D in excellent enterprises of Chongqing.
    Talents of Group A will be awarded a fixed bonus or a bonus twice of their annual payment of personal income tax, allowing the bonus to be no greater than RMB 2 million. Talents of Group B will be awarded a fixed bonus or a bonus 1.5 times as much as their annual payment of personal income tax, allowing the bonus to be no greater than RMB 1 million. Talents of Group C will be awarded a fixed bonus or a bonus 1.2 times as much as their annual payment of personal income tax, allowing the bonus to be no greater than RMB 300,000.
    The bonus will be paid in three years with 40% of that paid in the first year, 35% in the second year and the last 25% in the third year.
    Moreover, it was learned that Chongqing would provide selected talents with one-stop services, including entrepreneurship, residence visa, household registration, employment of spouses and children, medical service and school admission for children.
    Please be noted that talents selected by “Hongyan Program” are allowed to apply for and enjoy relevant welfares in accordance with the provisions of other policies for talents according to the principle of being subject to the most favored term. Officials of human resources and social security departments of districts or counties (autonomous county) will make joint efforts with the employing units to review talents annually during the during three-year policy period, and those who cannot perform their duties will be disqualified from “Hongyan Program”.
