Chongqing Widens “Green Card” Coverage for Overseas Persons in 7 Kinds of Organizations

On June 10, the reporter learned from the Division of Entry and Exit Administration of Chongqing Public Security Bureau that overseas persons working in more organizations could apply for permanent resident cards (commonly called “green cards”) from then on. This will be of benefit to more overseas high-level talents.
In China, the Green Card System was implemented in 2004. Up to now, there are 73 overseas persons in Chongqing having got green cards. Among these persons, 40 (including their families) have been included in “National Plan for Introduction of High-level Overseas Talents” (that is, “One Thousand People Plan”), accounting for nearly 55% of the total. However, under China’s old Green Card System, the R & D institutions only include those affiliated to the State Council or provincial people’s government.
In order to attract outstanding talents from all over the world, the Division of Entry and Exit Administration includes the following 7 kinds of R & D institutions in the “green card” application coverage: national laboratory, national key laboratory, national engineering laboratory, national engineering research center, national-certified enterprise technology center, national engineering & technology research center and foreign-invested R&D center.
This action further broadens the scope of organizations for employment-based green card application, lowers the application barriers and provides more favorable terms for advanced talents to strike roots in China. Moreover, according to the new rule, any overseas person working in the said organizations can apply for a green card from the Division of Entry and Exit Administration if he/she meets the following conditions: honored with a senior vice title or above, for example, associate professor and associate researcher, or enjoying the same privileges; having served the post for consecutive 4 years (including accumulated 3 years’ stay in China); and having sound tax payment records.
