Develop Chongqing into Important Distribution Center of European Imported Automobiles by Virtue of Chongqing-Xinjiang-Europe Railway and Finished Vehicle Import Port

On September 1, the mayor Huang Qifan made a statement in the Chinese general agent and distributor forum of European brand cars in Chongqing that, “Chongqing-Xinjiang-Europe Great Channel for combined transport” is the important carrier of the Silk Road Economic Belt. Chongqing has been approved to build a finished vehicle import port, and it is another important platform that opens to the public. All these contribute a lot to speed up the construction of inland opening-up area and promote the enlargement of the opening-up area.
 
During the meeting, principals of BMW Group, Volkswagen China, Beijing Mercedes-Benz Sales Service Co., Ltd., Volvo Car China, CITIC International Logistics Co., Ltd., Sinomach Automobile Co., Ltd., GEFCO Logistics for Manufacturers, Ikea (China), and PSA Peugeot Citroen Asia Operation Department gave advices and suggestions about how to enhance the cooperation with Chongqing by use of Chongqing-Xinjiang-Europe Railway and finished vehicle import port.
 
Hearing the speeches, Huang Qifan said that, Chongqing is the only one of direct-controlled municipalities in China’s inland and one of the national center cities. In recent years, the construction of inland opening-up area has been promoted vigorously as required by Central Committee of CPC, to form the symbolic opening characteristic of “three of three-in-one”, that is, three national traffic hubs including Guoyuan Port, Tuanjie Village Railway Center Station and Jiangbei International Airport. They are also considered as national class I ports. Three supporting bonded areas have also been built next to them.
 
The “three of three-in-one” policy is the important support of CPC Central Committee and State Council for the construction of inland opening-up highland in Chongqing. Benefiting from this, the opening degree of Chongqing has been sharply promoted in recent years. The value of import and export has risen by 10 times within 5 years, and it is estimated to reach 100 billion USD this year. Foreign investment has reached over 10 billion USD for 3 consecutive years. The inland opening-up practice of Chongqing completely complies to the policy of enlarging inland opening-up area stipulated in the Third Plenary Session of 18th Communist Party of China. At present, the biggest bottleneck for the opening-up of China is caused by the inland, and the inland is also regarded as the area with the largest development potential in the future. During the progress of China’s inland opening-up, Chongqing is the strategic intersection of Yangtze River Economic Belt and Silk Road Economic Belt. So the overall Western Development will be inevitably carried forward if the construction of Chongqing’s inland opening-up highland is continued.
 
Huang Qifan said that, after Chongqing Railway Port is regarded as the Class I port, Chongqing was successfully approved to build a finished vehicle import port in July 2014 and it is another important opening-up platform approved by the State Council. Tuanjie Village Railway Centre Station is thereby considered as a junction station with complete functions, serving as not only traffic hub but also class I port and finished vehicle import port. Starting from Tuanjie Village Railway Center Station, Chongqing-Xinjiang-Europe train will undoubtedly make use of the port which connects central Europe to China’s inland. At present, customs in different countries along Chongqing-Xinjiang-Europe Railway accept the security check conducted by each other, share information and help each other to enforce the law, and the train is operated at regular time and via appointed stations along a fixed route. Its train number is well arranged, and ticket is sold at a fixed price. The running time of the train is about 16 days. But with the acceleration of railway operation and route optimization, it will be shortened in the future. In addition, safety problem that may be caused during the whole journey of Chongqing-Xinjiang-Europe Railway will be perfectly solved by means of the Internet of Things. As the construction of Chongqing’s finished vehicle port was approved and the supporting facilities of Railway Bonded Logistics Park have been improved day by day, we believe that Chongqing-Xinjiang-Europe Railway will give a full play to its role of inland opening-up great channel. It will make a significant radiation impact, promoting Sino-European trades and driving inland opening-up and implementation of “Two Belts and One Railway” strategy.
 
Huang Qifan expressed his welcome. He hoped the general agent and distributors of European brand automobiles could take full advantage of Chongqing-Xinjiang-Europe Railway and finished vehicle import port and combine the modern promoted service trades in Chongqing, such as exhibition and trade of cross-border e-commerce and bonded products, to make a marketing strategy adapting the development situation and develop Chongqing into an important distribution center of European imported automobiles.
