Chongqing’s Building Industrial Park Realizes Annual Sales Revenue of 100 Billion RMB

Chongqing Dawn Urban Industrial Park, located in Gangcheng Industrial Park of Jiangbei District, can be hailed as a successful model of building industrial park.
Since 2006, Chongqing Dawn Urban Industrial Park has successfully developed zones A, B, C, D and E (The construction of zone D is being planned), covering a total construction area of 600,000 square meters. Nowadays, the Park has attracted about 300 enterprises to settle down and offered over 20,000 jobs, with an annual sales revenue up to 8 billion RMB.
According to Chongqing Small and Medium Enterprise Bureau, Chongqing has set up building industrial parks by means of applying industrial land to newly establish buildings and giving full play to idle industrial plants, commercial buildings and office buildings, thus greatly driving the development of micro-, small- and medium-sized enterprises. Chongqing has established 101 building industrial parks for small- and medium-enterprises to settle down as clusters. In 2013, the settled enterprises achieved a annual sales revenue of 148.9 billion RMB, marking that Chongqings building industry has realized an annual sales revenue of 100 million RMB.
The output value of each square meter is 19,700 RMB.
Building industrial parks are considered as the important carriers for production and management of small- and middle-sized enterprises. The Parks are constructed to improve the level of intensive land utilization, promote the cluster development of enterprises, and increase the output value, as well as lower the production and management cost of enterprises, and strengthen the comprehensive strength of the regional economy.
Chongqing always pays high attention to the development of building industrial park, and considers it as a key step for promoting the development of small and medium enterprises. In 2005, Chongqing issued the documents such as Opinions of Chongqing Municipal People’s Government on Acceleration of Urban Industrial Park Construction and Method for Construction and Management of Chongqing Urban Industrial Park (Building) (Trial), which specify the supporting policies such as offering loans with discounted interest, and reducing and exempting the administrative fee. The rapid development of building industrial parks throughout the city is thus promoted.
The related principal from Chongqing Small and Medium Enterprise Bureau claimed that, the building industrial parks in Chongqing are for greatly developing urban industries such as electronic product processing, costume, and packing & printing, as well as modern service industries such as creativity, information service, R&D design, software development, and e-commerce in a manner of developing similar industries and related industries, and complement each others advantages. A batch of small- and middle-sized specialized, professional, unique and creative enterprises engaged in science and technology and environmental protection have been developed at designated size, making the output value of the building industrial parks per unit area increase continuously.
By June 2014, the building industrial parks set up in Chongqing has covered a total construction area of 10.02 million square meters. A total of 2,700 enterprises have settled down, offering 225,000 jobs. In 2013, the settled enterprises achieved 148.9 billion RMB of annual sales revenue, along with 5 billion RMB of taxation expense and 7.8 billion of profit. In the beginning, the output value of each square meter was less than 8,000 RMB, while it reaches 19,700 RMB now. The output value of each square kilometer is up to 14.7 billion RMB, 50% greater than the average output value of the industrial parks.
Revitalize Idle Buildings and Develop Building Industrial Park
Chongqing Network Business Industrial Park, located in Fuli Haiyang Square, Guangyinqiao, Jiangbei District, is a building industrial park by regenerating the idle commercial buildings. Nowadays, it has become one of the largest network business industrial parks in western China. With a total area of over 50,000 square meters, the Park has attracted 103 enterprises to settle down and has developed an integral e-commerce industry chain involving products production, network marketing, logistics storage, third-party services, and financial services. Nowadays, there are many network businessmen waiting for settling in the Park. However, the Park is so crowded that it is going to be expanded towards Jiangbei District.
Chongqing N18 Creative Industrial Park is a comprehensive creative industry park that integrates amusement, creation and design. It was reconstructed from unused and shabby old plants. By now, a total of 25 creative design enterprises have settled in the Park. In 2013, the settled enterprises achieved 200 million RMB of annual sales revenue and offered 2,000 jobs.
Offer Considerable Services to Settled Enterprises
Chongqing Dawn Urban Industrial Park has developed a public service platform and established a property management system, a legal service center, a financial service center, a comprehensive service department, a logistical support service center, a human resource service center and a center of enterprise management and consulting services, to provide services related to effective information, technology, market, talent and management for small- and middle-sized enterprises. The operation cost of small- and middle-sized enterprises is thereby lowered and the settled enterprises will no longer worry about the supporting services and pay more attention to their financial resources on their own business markets. With centralized supply of water, power, gas, telecommunication and network, the Park offers production service facilities such as meeting room, supporting logistics facilities including canteen and supermarket, and professional industrial property management services. In addition, the Park also provides “one-stop” consultation services related to industry and commerce, tax administration, financial affairs, fire control and environmental protection for settled enterprises, so as to establish a development platform for small- and middle-sized enterprises, which integrates production, R&D, logistics and living.
Give Different Guidance to Differentiation Development
According to the development orientation of five major functional areas, Chongqing Small and Medium Enterprise Bureau will formulate the development planning for building industrial park and make overall plans for the layout of building industrial park by complying with the overall urban planning, land use planning, and industry development planning.
The related principal from the Industrial Development Department of Chongqing Small and Medium Enterprise Bureau asserted, We will encourage the investment of social capitals in building industrial park. According to the principles of government leading and market operating, Chongqing will collate the detail information about the idle industrial plants, commercial building, office buildings, and residential districts, arouse the enthusiasm of building owners, and integrate the industrial development plan of specific area, as well as define the industrial positioning of building industrial park, encourage the introduction of the operation service agents with experience and strength to take charge in setting up the building industrial park, and revitalize the existing idle building resources.
On the basis of revitalizing the existing infrastructure assets, Chongqing will further give full play to the industrial land inside and outside the industrial park to newly establish a batch of featured building industrial parks, and improve the level of land intensive utilization and the rate of resource utilization. In order to encourage the investment of social capitals in the construction of building industrial park, the production plants and supporting premises will enjoy the standard factory supporting policies of industrial park.
In addition, according to the newly issued supporting policies, Chongqing will grant financial aids to the maintenance of buildings and the construction of supporting service facilities in the building industrial park, and offer subsidies to the enterprises in the building industrial park in terms of rental fee, as well as fees of water, power, and gas.
