Bidirectional Operation of Chongqing-Xinjiang-Europe International Railway Boosts Development of Silk Road Economic Belt

Recently, the Logistic Office of Chongqing Municipal People’s Government declared that, an imported vehicle of return trip is expected to be operated on Chongqing-Xinjiang-Europe International Railway in August, following the first public regular train. In the second half of this year, “Chongqing-Xinjiang-Europe” will really realize bidirectional operation through continuous optimization of goods distribution mechanism along the railway and transport price, thus further boosting the inland in Western China to integrate with Silk Road Economic Belt.
Chongqing-Xinjiang-Europe International Railway spans a length of over 11,000 kilometers, from Chongqing to Duisburg, Germany via Alataw Pass of Xinjiang, Kazakhstan, Russia, Belarus and Poland. As the earliest Sino-Europe international train opened in Western China, it has been operated for a regular period of 16 days, at least 20 days less than sea transportation starting from Eastern China. Since its operation in 2011, 130 trains have been put into service in total to deliver electronic and mechanic products from Chongqing and surrounding areas to Europe.
“Creating a convenient customs clearance operation mechanism of ‘one declaration, one inspection, whole-journey permit, rapid transportation’, and constantly forging an ‘upgraded version’, Chongqing-Xinjiang-Europe has become the important engine for the construction of Silk Road Economic Belt.” Yang Liqiong, deputy director of Chongqing Economic Information Committee, introduced, since this April, the public trains have been officially put into operation on Chongqing-Xinjiang-Europe International Railway, at a frequency of three times a week respectively on each Tuesday, Thursday and Saturday. In June, the first public train was successfully operated for its return trip, and it ran one time every week. In addition, with the successive approval of Chongqing Railway Port and Finished Automobile Importing Port, as well as the breaking of bottleneck for Sino-Europe train mail transportation, Chongqing-Xinjiang-Europe Railway was greeting a greater development prospect.
At present, Chongqing is speeding up the improvement of goods distribution mechanism along Chongqing-Xinjiang-Europe Railway to benefit customers in China and abroad to take on this Sino-Europe “express train”. Yang Liqiong introduced that, “Chongqing-Xinjiang-Europe” has realized the operation dispatching mode of “1+N”. “1” means the main railway from Chongqing to Duisburg, Germany, while “N” means gathering and dispatching points that are designated by the countries along the railway according to the requirements of customers. The opened gathering and dispatching points include Duisburg, Germany; Frankfurt; Cologne; Antwerp, Belgium; Moscow, Russia; Cherkessk; Malaszewicze, Polland; Kutno; Brest, Belarus; Alma-Ata, Kazakhstan; and Kostanay. Furthermore, gathering and dispatching points in France, Italy, etc. will be opened soon.
Along with the increasing daily running time of trains, the operation of Chongqing-Xinjiang-Europe International Railway tends to be regular, and its price competitiveness is also constantly improved. Zhou Shulin, general manager of Chongqing-Xinjiang-Europe Logistics Corporation revealed that, the through rate of Chongqing-Xinjiang-Europe International Railway gradually decreases from almost 1 USD/container/kilometer at first. In the second half of this year, it is expected to establish a mechanism of “Market Price”. The fare of departure will decrease to about 0.6 USD. Compared with sea transportation, the advantages of comprehensive cost will be highlighted.
The large channel has driven a great many of trades of Silk Road Economic Belt along the railway. According to statistical data, Chongqing-Xinjiang-Europe International Railway has transported 12,000 TEU cargos, worthy 4 billion USD till now. Driven by Chongqing-Xinjiang-Europe International Railway, central and western cities of China’s inland including Zhengzhou, Wuhan, Chengdu and Xi’an also have developed transnational logistics and trades in succession to other countries in Europe and Asia. Among them, over 40 trains have been opened from Zhengzhou to Hamburg, Germany, while over 50 express rails from Chengdu to Poland. A lot of IT, auto parts, household appliances, building materials and articles of daily use have been transported to Central Asia and Europe constantly along the ancient Silk Road.
Sino-Europe railway mainly based on Chongqing-Xinjiang-Europe International Railway also drove the further opening-up of inland to Silk Road Economic Belt, gathering large-scale foreign investment and industries and speeding up the process of integrating into global cooperation. 3 months after the operation of Chongqing-Xinjiang-Europe trains, Altus Group in Austria, the largest printed circuit board manufacturer in Europe, set up a high-end circuit board production base with an annual output value of 3 billion RMB in Liangjiang New Area of Chongqing. Meanwhile, a batch of high-tech enterprises in the fields of general aviation and cloud computing also settled down in Liangjiang New Area. By means of the opening platforms such as Chongqing-Xinjiang-Europe, the development of open economy was booming in Chongqing. In the first half of this year, foreign investment in actual use was 4.25 billion USD and import-export volume reached 43.64 billion USD, making Chongqing rank the tenth in China and the top in central and western China.
