The city of greatest investment potential—Chongqing ranking the 4th place in China

According to the “Top 50 Chinese Cities with Most Investment Potentials in 2011” elected by USCGC, EAACU and WWRA, Chongqing is ranking the 4th place following Beijing, Shanghai, and Hong Kong, and holds the top place in western China.

An integration of preferential policies

The regional development competition is becoming fiercer and fiercer and all regions are in eagerness to publish various “attractive policies”, then what are the benefits of Chongqing?

Commerce Department and Chongqing Municipality have signed Cooperation Memorandum on Acceleration of Inland Opening-up Highland… Reports of favourable news from the central and local government keep pouring in. Chongqing enjoys an integration of preferential policies.”

The nature of capital is profit-seeking. The “five-low” (low financing cost, low factor cost, low estate cost, low logistics cost, low taxes and dues) environment in Chongqing has made it popular in capital gathering and flowing.
“Five-Chongqing”—optimization of investment environment

People are not short of fund now. Where there are good ecological environment and beautiful scenery, where there are essential factors and talents. With the appearance of the proposal of “Five-Chongqing”, it has become the new target and pursuit of Chongqing development.

“If Chongqing wants to play a leading role in the western development, improving people’s livelihood shall be taken as the start point and foothold for economic growth promotion. Therefore we shall not only regard "Five-Chongqing" as a concept, but also a commercial opportunity with RMB up to thousand billions”, said by Yang Qingyu, director of Chongqing Development and Reform Commission introduces.

According to Hu Xingdou, professor in economics in Beijing Institute of Technology, “the development of “Five-Chongqing” is successful in the marketing of Chongqing image, is the orientation for Chongqing into a future international city with foresight and scientific concept, will accelerate the promotion of Chongqing investment environment, and significantly strengthens the attractiveness of investment in Chongqing and makes Chongqing distinctive and outstanding in western areas.”

Convenient transportation—connection with the world

Shortage of international logistic corridors was the bottleneck that had restricted western inland from opening up to the outside world for a long time. In 2011, through wild conceiving and cautious verification, Chongqing-Sinkiang-Europe International railway was established, and river-sea transportation, railway-sea transportation and airfreight were realized at the same time, which made Chongqing from a city in poor openness to an inland port highland.
In the past, the transportation from Chongqing to Europe is long in haul distance, consuming in time, and high in cost, said by Mu Huaping, director of Chongqing Municipal Economic and Informatization Commission. In June of 2011, originated from Chongqing, departed China from Alataw of Sinkiang and ended at Duisburg in Germany Chongqing-Sinkiang-Europe International railway was put into operation. Customs of every country along the line has issued “one-card” system for custom clearance. The railway companies of those various countries have been incorporated into a joint venture with “five-fixed” way (fixed station, fixed routing, fixed train number, fixed time, and fixed price). The running time has been reduced to 16 days from the original 24 days by sea transportation.

Besides the abovementioned international railway, international cargo air-lines have experienced a leap from none-existence to existence in the past two years. And the number has been rapidly increased to 30 shifts in one week and a number of firsts have been achieved such as the growth rate of international exportation quantities in western areas, the number of international cargo air lines, and the frequency of international cargo flight and so on.
 
In 2012, over 10 nonstop airlines to USA and Japan will be launched and the ordinary operation of “Chongqing-Shenzhen-Europe” and “Chongqing-Shanghai-USA” railway-sea channels will be realized.
